At first I wondered why the kids seem to skate at a very low speed. Then I further wondered why this field isn't cold, nor shiny. So as I noticed (on photo 1), the field correctly state "skating rink". So this is another environmental skating and good for those who don't prefer speed skating.

Yes, safe but only in this field. For those who get used to this may not survive in the other ice skating fields.
