China Airline (CI), discount or discouragement

This package offers a discount on choosing CI (China Airline - Taiwan carrier) if they don't take TG. However, why don't they put the package for CI and then just said "add $500" for getting TG. Ain't it a discount or discouragement?

As the former sounds like a discount while the latter sounds like adding more(to add $500 for TG).
